Plus, just like I would advise anyone with a legal problem to consult a lawyer, I also believe that people should consult doctors when needed, but a lot of people have diseases for life and are familiar with their own care. Short of having to get a prescription or labs, the need for a doctor for that class of people is de minimis. They are typically familiar with their medications and labs, so seeing a doctor is literally an unnecessary cost. I'd even argue that it's an administrative tax since the requirement is one created by state law pursuant to its police powers.
