    All the components of the cartridge could be manufactured in a decentralized, impossible to control manner, given the will to do so.

    The brass casing can be made as long as you have brass for the casing and the correct tooling. Same for the metal that makes up the primer.

    The powder and primer material is chemistry.

    Lead for the bullets can be remelted repeatedly.
