    Because the solid steel plate does not move, conservation of momentum dictates that the bullet must go somewhere. Since it cannot penetrate, it undergoes a process called bullet splash [2.3.2]. The bullet essentially disintegrates and is redirected outward [2.3.1, 2.3.2].
