Linux is a family of operating systems. GNU-based systems are a subset of it, albeit a small one. Only a small vocal minority of furry-loving GNU zealots keeps insisting that GNU has to be inserted into every mention of Linux.
By the way, I do have experience of Linux kernel development and I find it funny that almost none refers to this project as Linux. It's almost always the kernel, sometimes the Linux kernel (when other kernels are mentioned). Linux referring to the OS rather than the kernel is pretty much ubiquitously accepted.
