It annoys me that you need a license but on the other hand I can understand why and why anonymity might not be desirable for its stated purposes. It'd be easy to shit up the airwaves, it'd be easy to use the cover of anonymity to use the service for commercial purposes. Carving out some bands specifically for people who a) know what they're doing and b) just want to test things out is a laudable goal, if one that is not really attuned to the material reality around it (radios being small and cheap).

I don't know what the rules are for CB. Maybe that's more what you're looking for.
