Penny is an example of this - a less insane civilization would say "hmm, yes he was acting crazy, this was a shame, but we can't have defenseless people getting scared in public"

     1) The drug smells bad
     2) If consuming it produces secondhand smoke, the secondhand smoke causes a health hazard
     3) The person consuming the drug may turn violent (not necessarily *angry*), and start physically harming others
     
     These things are bad, and stopping people from doing them is good.

The point is, banning a thing doesn't get rid of the thing, creates a black market for the thing, and makes that thing more profitable for those who can provide the thing.
