     Don't laugh.
     In the UK, some years ago, when bean counting was starting to become a big thing in the NHS, someone picked up on the fact that the Sexual Health clinic in a town I worked in was dishing out free condoms (AIDS had been a big thing prior to then).
     Cost saving measure immediately triggered, followed, approaching a year later, by a huge upswing in demand for maternity services.
     Not dumb ideology in that case, just a lack of joined up thinking.

     @Fragarach @benroyce @soc_i_ety @mmalc @paul Condoms don't just prevent HIV and pregnancy, they prevent a range of Sexually Transmitted Infections (STIs). There is no saving whatsoever in stopping offering them knowing that this will have an impact on the health system in terms of diseases, absurd. Condoms are not an expense, they are an investment in Public Health.

     Comes out of someone else's budget, robbing Peter to pay Paul. Part of the reasons managers are needed.
