like .fox is owned by the fox businesses, if they were to cease to exist the domain would remain without sponsor and likely vanish. same w/ google and .dev
the thing you're suggesting is that IANA sponsors it instead like general purpose TLDs but they've already stated they won't ever be doing that again -

When that is signed, the territories will cease to exist and each will set up their own government. And by extension, .io will cease to exist as well because the country doesn't exist anymore.
