They don't; the way it works is that you have to file a dispute with the registrar claiming that you could not contact the domain holder, and then the registrar tries to contact you and if it doesn't work, you lose the domain.

They take tips from all around the country and get them passed along to the relevant authorities. A lot of police department tip forms just link you to them. Figure there's at least enough here to convince the cops to take a closer look. IIRC there was a recent ruling that deemed AI generations of CSAM to be just as illegal as the real deal, so he's already hosting and distributing illegal content.

You're not paying attention. He cites a given action as a reason for an instance-block, I say "Please go ahead and reactivate the instance-block, or I will do the thing again". Every single time, I have to do the thing again: he could try to save us some trouble, he never does.
These are questions he won't answer when asked directly, and no one else has any answers. Why feign surprise? Why not just block the account? There's also the implied question: why refuse to answer those questions? Either he's a fed or he's got some other agenda that he doesn't want to reveal; doesn't matter.

I think you cannot have been paying attention to any of the times I made that complaint if this sounds like a revelation. It is the thing I cited when I said that I'd rather my account stay instance-blocked, I said this years ago and continued saying it. While we're at it, maybe if I repeat "he built a spam-cannon, wrote 'smash this red button to spam everyone' on it, and then got pissy when I leaned on the red button and told him I was going to keep leaning on it until he disconnected the button" enough times, that'll start to sink in and people will stop asking me why I was so mean and I spammed them out of nowhere. Here, here are all of these things, reposted again.
So every time I got some dipshit from NCD do the single gamer word reply, I'd tag matty and say "Hey, deactivate my account, I'll turn on the fuckin' bot, you will hate it, I'd rather we get this done without the theatrics" and he would ignore it or he'd whine or he'd ask why, and then he acted shocked when, a month later, I turned on the bot.
I don't hate them, though. I think matty's a fed and a significant portion of the accounts on that instance were astro-turf, there are feds and a lot of Gablins that refused to acclimate. I mean, what sincere person does that much shameless posturing? Have you read the guy's posts?

Yeah, I submitted reports for a huge phishing campaign on Facebook to MS Azure, DigitalOcean and some random German registrar I've never heard off. The German domain registrar shrugged it off and replied with "Contact domain owner" when the domain used whois privacy and the abuse contact was the only one remaining. MS Azure replied within 10 minutes that there's no evidence of a scam even though I provided their IPs, used domains, used URLs, screenshots when I made a phishing report ticket. However after creating a very similar ticket under a different menu, they took it down after few hours. DigitalOcean replied the second day that the VPS was already in the hands of someone probably because the campaign owners realized that something was off and rotated IP/domains, or maybe completely gave up because nobody I know received the same scam message after that.
