@w7voa injuries? That a hell of a way to say she was shit in the face. Adding that these non lethal (heh) bullets are never supposed to be shot directly at heads yet police ALWAYS do it, that's the real story.

As used--from the spotty statistics we have available, due to there being no standards for recording deployment--the rounds are 3% lethal, with 15% of hits [resulting in medical care] causing a permanent disability. The ones using these rounds *know* they can cause permanent injury with certain aim points. In the US, they are *counting on it*.
