   Asshole neighbor just pepper sprayed a street person with two dogs. I didn't see what started it, but what I know of asshole neighbor and that the worst thing I've ever seen the dude with the dogs is that he doesn't keep his hands on their leashes, so I'm inclined to think asshole neighbor is the asshole in this case too.

     @scott I'd give a statement, but in this case I didn't see what started it. By the time I got to the window, they were apart and neighbor was waving his pepper spray around. Street guy walked off. When I see him next, I'll talk with him. I suspect he doesn't want anything to do with the cops though. I've intervened when cops have been involved a few times, and the cops haven't been helpful.
