Phil in SF@scott I'd give a statement, but in this case I didn't see what started it. By the time I got to the window, they were apart and neighbor was waving his pepper spray around. Street guy walked off. When I see him next, I'll talk with him. I suspect he doesn't want anything to do with the cops though. I've intervened when cops have been involved a few times, and the cops haven't been helpful.
