Phil in SFAsshole neighbor just pepper sprayed a street person with two dogs. I didn't see what started it, but what I know of asshole neighbor and that the worst thing I've ever seen the dude with the dogs is that he doesn't keep his hands on their leashes, so I'm inclined to think asshole neighbor is the asshole in this case too.
