It's why you can eat a steak that's barely seared and cold in the center and be totally fine, but burgers that aren't fresh ground will be another story (similarly why steak tartare is okay, as it's just a small bit of surface bacteria getting mixed in without much time to grow). Defrosting in cold water on the counter is what I do if I'm not pressure cooking it, otherwise I go straight to the pressure cooker while frozen.
