It seems the main goal of this bill is to avoid messing with bills to make their prices look better.
Let's say an ISP sells you "$60 internet".
Before the bill says:
$60 internet
But after the bill it says:
$100 internet
-$40 gov. subsidies
= $60 total
At which point you'd realize the ISP had scammed you, you've actually been paying for $100 internet, they had hidden the subsidies from you -

That doesn't necessarily mean I agree with it, but requiring a Nutrition Facts-like label on broadband packages (and requiring an itemized list of every fee the ISP is passing on to the customer, which is the part they're whinging about) can cause issues because of the amount of other government fees and red tape that needs roughly all of your account information to know which ones actually apply to you.
Though, yes, headline is incredibly funny.

It prevents ISPs from "partially" itemizing their invoices to make their prices look as good as possible or as confusing as possible.
It basically gives the ISPs three options:
1. Give the consumer a single simple monthly price
2. Tell the consumer exactly what they're paying for
3. Go fuck yourself
