It prevents ISPs from "partially" itemizing their invoices to make their prices look as good as possible or as confusing as possible.

It basically gives the ISPs three options:
1. Give the consumer a single simple monthly price
2. Tell the consumer exactly what they're paying for
3. Go fuck yourself
