It seems the main goal of this bill is to avoid messing with bills to make their prices look better.
Let's say an ISP sells you "$60 internet".
Before the bill says:
$60 internet
But after the bill it says:
$100 internet
-$40 gov. subsidies
= $60 total
At which point you'd realize the ISP had scammed you, you've actually been paying for $100 internet, they had hidden the subsidies from you
