'Tiptoe around' seems apt, & I don't mean that in a hurt-feelings way. They wanted Mastodon's constraints to mean something outside of Mastodon & outside of a social contract, & neither of those was ever true. Back when I first got here, pointing that out could get one blocked.
It may not be something that can be done at all on ActivityPub. In fact (heresy!), ATProtocol might be better suited to those privacy-focused use-cases.

Interesting parallel:
Some #bluesky users are very afraid of federation and even 10% of the posts being non-indexed for whatever reasons scare them. They want to see the full graph and index everything.
On the other side some #mastodon users are very scared that non-mastodon servers have basic text search to find public posts that are locally visible.

@goatsarah@thegoatery.dyndns.org It seems some mastodon users didn’t get the memo. And are heavily relying of the fact that they don’t use hashtags and cannot be easily found.
A kind of privacy by obscurity. But they’re very eager to keep it and were actually shocked to learn that this is not how the fediverse works.

Recently heard someone describe Mastodon's (& ActivityPub's) privacy stipulations as a "pinky promise", because there's no actual constraint - it's just a convention. It was all supposed to work through emergent behavior. Basically tech-solutionist anarchism.
It does add friction & it probably has helped to make Mastodon fediverse a less hostile place on the aggregate. But I think it also created some pretty unrealistic expectations.
