In the example: “can I go to the toilet?” and they said “I don’t know, can you?”

The first is asking: Is it permitted for me to do this?

The second is asking: Do you have the capability?

So is "poder" the "I have permission"? ... related to "power"?

Is "conseguir" to have the capability?

@wjarosz There are times when the queues back-up, and sometimes that's because *other* servers have fallen behind, catch up, and flood the network.

But sometimes our server can't quite keep up, so queues can be delayed. At the moment all queues are empty and the system is keeping up.

But it depends a lot on time of day, and what's happening on other servers ... it's a combination of factors, and it's not straight forward.
