It's called Automatic Gain Control circuit, was invented 100 years ago, and was the basic circuit found in all analog radio receivers and TVs, so its hardware implementation is well-known and described in all books about radios. One problem though, AGC is usually slow reacting because you don't want a volume that keeps fluctuating.
