Am I understanding correctly that under normal ActivityPub operation, the server where an activity originates has to be contacted by every server that wants to see it, even for multiple levels of boosts?

If so, could fedi servers just block incoming connections from Facebook, so that they don't have to worry about indirectly federating with it?
