The law has the purpose of making real humans in the real world behave in a way that lifts everybody up rather than being self-centered and short-sighted and create a shitty society.
I think it's fair to say that the average human with 2 arms and 2 legs can provide some simple assistance to another human who is in need because they fell down and cant lift themselves up and they are in the middle of a railway or something.
If the case is a very specific rare case where the railway is made of plutonium and the decay can potentially activate a NUCLEAR GIGABOMB that is tied to your chest so you must put distance between you and the radioactive decay in order to save the city then I think the court will understand once you explain your megarare case and why you made such a strange decision as to run away from an elderly woman in need as if she was satan himself. -

I live in a country where people are very trigger happy about inserting themselves into other people's problem to help out and sometimes it can be annoying but I can't think right now of a situation where somebody created a big problem by trying to help.

I don't know what country you live in, but if it's the US I understand that you guys need to write your laws defensively to account for basketball Americans.
The average person in my country doesn't have an IQ that low, so nobody is going to do something incredibly stupid most of the time.
Also at the end of the day, we have judges and juries, and each case will be judged according to what is reasonable not according to the letter of the law, but the spirit of the law.
There are things like moving a person after a car accident, that are known to be problematic, it didn't use to be known, but now it's known, and people can judge risk. For example taking a person outside of a car because its on fire as opposed to leaving a person in the position until the medics arrive (if the car is not on fire)
Generally the useless people, for example young women without experience in life, they just panic and stay away, so is not like they are going to try to go inside of a house on fire or anything. -

Countries have things like constitutions, human rights, etc. so that certain things cannot be violated no matter what.
Also countries have things like states of emergency where their powers can be amplified up to a point.
All of this things are already baked into our systems of government.
The only problem from my point of view is that many people violated many laws and overstepped into places where they are not sovereign, they have no authority but they used illegitimate tactics to do this.
For example in my case I was in the navy of my country, nobody can force me to take a vaccine no matter what, but they tried to make me take it by harassing me in indirect ways and publicly shaming me.
We already have a great system, is just that it has to be enforced, and criminals need a boot on their neck. -

I've personally have given up on trying to be right and at this point I only care about whether something is beneficial to me and those who are like me or not. That's the only way to avoid being a sucker.
I used to have a mentality of learning languages, moving to other countries, trying new things, learning new things, approaching people of other races, etc.
Now all I want is a peaceful life in a rural area and to be surrounded by people who look like me and talk like me. -
