@tk this is a rather small space for a HF antenna. Either go for portable right away and maybe only have a small vhf/uhf station for local repeater communications at home, or look into magnetic loop antennas. Short verticals for like cars, usually need a decent counter poise which is hard to have on a balcony and the performance is poor. My first ham station was in central Berlin with just a balcony. This is why during my Berlin years I mostly worked portable.

@tk depends on budget, local facilities and interests. Very popular choices would be an Icom 7300 or a Yaesu 991A. Antenna-wise, either a vertical or something like a G5RV. There are many used HF rigs in the market. Anything which is younger than 15 years and in decent condition could be an affordable choice.
