I have no idea what he's talking about, but from the data I have, my guess is, that the formula is 100% * (1 - 2^-N).

This way you'll never get more than 100%.

100% * (1 - (1 / (1 + N))) would work, too.

A company could just have their own company time for example.
Or a shop could add "Always summer time" to their opening times.
I would just use the time my PC shows me. And it already does summer and winter time automatically.
