It's an article about the IDF assassinating officers responsible for protecting the aid distribution. I won't pretend to know the secret motivation of the soldiers who committed that particular war crime, but the ICJ may be able to answer your question.

Sorry, I'm having a hard time taking your argument seriously. Who would you put in charge of ensuring this aid gets into the hands of civilians? Even the biased article I shared goes to the trouble of clarifying that the officers in charge of protecting the convoy included "Hamas elements" as well as Palestinian Authority. Presumably this joint operation would have lent it some nonpartisan legitimacy. They tried to do the thing you are demanding and were killed by the IDF for it. Shall we put UNRWA in charge of it? Oh, but they've been defunded and bombed out of all functional capacity. If the Israeli government cares so deeply about distributing aid to only the appropriately helpless victims, they have more than enough capacity to send some of their own in there to do the job. It's not inconceivable, but they won't do it.

There is certainly a moral and legal obligation to ensure aid reaches civilians. I would call that a general obligation, as in applying to all parties. The parties doing the most to prevent aid from reaching civilians inside Gaza are almost entirely outside Gaza, i.e. Israel and its sponsors. The best way to make black markets and "criminal elements" disappear is to alleviate scarcity. Israel is also in the best position to ensure enough aid gets into Gaza, but of course they won't do that, either.

Purportedly an article about the IDF targeting humanitarian aid convoys in Gaza, the author and the US mouthpiece being quoted nevertheless tie themselves into absurd knots trying to blame the lack of basic necessities in Gaza on "desperate Palestinians," "criminal elements," and, of course, Hamas.

    Reuters:
"Israel Struck Palestinian Police Escorting Gaza Aid, Says US Envoy"

'Satterfield said the U.S. was working with the Israeli government and military to determine "what solutions can be found because everyone wants the assistance to continue."

'In addition to the threat posed by criminals, aid distribution is hampered by "the rising value of humanitarian assistance" leaking into the black market, Satterfield said.

'He denied allegations that Hamas has stolen aid and commercial shipments into Gaza, saying that no Israeli official has presented him or the Biden administration with “specific evidence of diversion or theft of assistance."

'But, he continued, Hamas has been using other aid delivery channels to "shape where and to whom assistance goes."'

Same country that pretends that the Union military victory in the Civil War ended slavery (it didn't, just rebranded it as mass incarceration), and then collectively shits its pants when the descendants of people supposedly liberated in that war ask why we have so many monuments celebrating the Confederacy, its antecedents and apologists. US Civil War was basically a very heated board room meeting (with peasant armies).

Reconstruction is the democracy people think we got out of the War; reconciliation is the white supremacist counter revolution we actually got.
