@inthehands @JessTheUnstill It works okay in Nebraska, the result of a progressive reformer in the 1930s.
On that note though, I think the NE Legislature's greatest strength is that it's officially nonpartisan. It definitely has two parties and heavy Republican control, but party majority doesn't give you control over things like blocking legislation (as in Congress). Popular "bipartisan" bills can still get passed even if Republican party bosses disagree.
