It's weird because the COMELEC branch here in Makati (used to be in the Makati Central Fire Department building) sometime early 00s, it was part of the process. The only thing that was not included was the lamination. 😅 According to them, lamination wasn't part of the budget. 🤷🏽
LOL. They need to be consistent! It's a useful government ID too! Recognized for international online verification as well, not like UMID and the National ID, I've encountered services that won't accept those.
