So, he is awkward but, for his gesture (made twice) to be considered a nazi salute, it should have been done matching 100% a standard of how to salute nazi-style. It doesn't matter that *immediately* after that gesture he was able to make what anyone would consider a proper "my heart goes to you" gesture, accompanied by the correct words. And it sure doesn't matter also that he is supporting, in words, presence, influence and money, nazi parties and groups all over Europe. Right.
