Moderation is not random. It is determined by the environment a server exists in.

The average server on the Fedi has 500-1000 users. That gives it a ratio of 1 or more moderators to 1000 people.

For Facebook to have that same ratio, they would need 3 million moderators.

Smaller instances have a better moderator-to-user ratio. The bigger an instancce gets, the worse this ratio becomes.

If you're into moderation, you should favour smaller instances.
