Both: No part of the bathroom other than the stall should be considered a "private" space. The sinks and etc. should be in the hall with the drinking fountains. This solves the trans bathroom problem.

Bonus, actually dogshit take on the trans bathroom problem: The men's room is the PvP server. If there are any doubts as to which one you should use, just safely fallback to the men's room. MtF, FtM, female-presenting-female, literally nobody is going to complain about you being in the men's room. It's the women's room that people shit their pants over. Therefore, for compatibility reasons, just use the men's room all the time. You're there to deposit waste, not make friends.
