@djsumdog People like to think that because that's the world most people spend most of their time interacting with: if you have an unpleasant neighbor, maybe you greet them somewhat less enthusiastically. It's how a society works: you have to have that kind of mindset to live in a peaceful town. But civilization is a thin veneer, or nobody would ever get stabbed, and it also tends to stop at the border.
