Essentially the 3 things these devs need to do is make sure it's easy enough for a normie to use it (this is how Discord got big in the first place), make sure it has the features people want that other chat clients have, and most importantly make sure it works.
Bluesky has gotten more people using it now because as opposed to the "invite code" era; it has features people want. DMs, the ability to upload gifs and videos, etc. were on many fedi software stacks but not even bsky for a while.
