The biggest change was around 2001 when we just started paying farmers to grow ridiculous amounts of corn we don't need to keep them doing something productive and it never stopped. We just keep renewing the Farm Bill with these provisions every year.
This is how we end up with HFCS and ethanol that appears cheaper to the consumer but is worse in so many ways including the fact that the cost is secretly higher because our taxes and inflation hide the true cost
