@jeremiah It would still be evil as it's usage.
But having AI that would be fully libre would mean many things.

For example, socially speaking that would mean that either the population agree in all consciousness that their data was used to make public available software. Or it would mean that the software was able to be made with the violation of civil liberties.
Meaning that people are ready for such tools.

Another side to consider is that if this software would be AGPLv3 that would mean that you'd be able to know not only the source of who leaked X info to the AI but you could legally demand and enforce that data concerning yourself to be permanently removed and check it.
