NATO aren’t doing anything because they CAN’T do anything. They gave Ukraine most of their weapons and Ukraine burnt them or sold them to Russia. Now that Russia have decided to do airstrikes, all of NATO are bickering among themselves to keep their scant air-defense weapons as if they’d help against the orcs. That’s why Mark Milley was calling for negotiations.
And I’m not sure exactly what your fixation with the the S-300 missile is. I don’t know if you ACTUALLY believe the Ukrainian narrative or if you’re more curious about why NATO/America aren’t acting on a very flimsy causus belli because they’ve gone with false pretexts for war in the past. But if you actually do think Russia did it, I’ll just point out that when Russia were conducting their airstrikes, they used KH-101 and Kalibr cruise missiles launched from TU-95s and they were spotted flying from the Black Sea and Volgograd. Russia wouldn’t use a S-300 because it’s an air-defense weapon and air-defense is precious. Even if they have the newer S-400s… I don’t understand the point of shooting two random S-300s at Polish farms. Not exactly a high value target for such an expensive weapon. There’s also the fact that their BTGs and other units are all far south and east of the Polish border. Well outside the range of the S-300 of 150km.
