people like to look at a map of all the empty space in the USA and say "why don't people live there, look at all that empty space!"

No infrastructure.

Someone's gotta build the roads to get there.

Someone's gotta determine that there's a water table that can support the community or they need to pipe in water.

Someone's gotta run electricity out there.

And the communication infra of fiber and cell towers.

The workers kinda need a place to live and eat and sleep when they're building it out way far away from established civilization.

It's just not as straightforward as people think.
