Patrick@FlashMobOfOne I came across two beagles tied to a lamp post, in a blizzard, a long time ago. I assumed they belonged to someone who went into a store or something but they were still there more than an hour later.
It was awkward hours and the one person I could speak to at the city told me it was a problem that would solve itself.
