This is a No True Scotsman fallacy. All countries aren't the same. They each have their own material conditions unique to their countries, and as a result, the establishment of socialism is going to be different in each country. There's no such thing as a "true socialist state" because that would imply that socialism can be build exactly the same in every country, which isn't possible given each countries uniquely different material conditions,... 1/2
