This is a slightly better copy of OP image and another one that was released allegedly at years end 1984. The document lists all known deaths of all victims at the mentioned camps (not specifically jewish). The legitimacy of these documents alone is not something I'm certain of, but I imagine others here have knowledge to add. The circumstanceial evidence around these matters is far more interesting— the red cross has a LOT of data they've never publicly released on this time period, but it was instead donated to jewish orgs, allegedly. The explanation for this low number is that records were lost (this is possible, it was war after all), the Red Cross wanted to maintain access and ability to document and thus put out official state propaganda numbers while secretly documenting real info (why not show the receipts?), corroborating numbers related to total estimated jewish population at height of Nazi Germany (≈4 million) vs survivors claiming benefits (≈3.5 million initially), world fact book data showing the jewish population increasing during the time period at a rate beyond human fecundity should a genocide actually be taking place, resources used by Germany to accommodate prisoners in work camps (maternity ward in a death camp?), lack of documents showing a gas chamber order, etc.
