It's not the automatic default experience out of the box, and shouldn't be (it involves these hostile authorities poking at each other's stuff on your devices), and it's not what most people are living with. This doesn't matter because they're using passwords. If they were suddenly forced to use passkeys, they'd be confused and locked out all over the place.
