Cuba, with its absolute state control, attempted to do it, and all they achieved was a situation where the population taught eachother how to lay down wires to build their own informal network to play vidya and share data through. Now they have a worse problem because a significant amount of the population isn't using ISPs at all, so the government has no control of the traffic.
