I think it depends on the situation.
Skills you use in combat, absolutely. I'll always steer clear of things that might just do nothing because they are unreliable.
Also one off interactions where you can completely miss getting something, absolutely hate that (also quite common in DnD and other CRPGs)
But something like side missions, I think an option of high reward but chance of nothing works fine. Particularly if the party you send gets some exp and stuff regardless.
