gentoobroMicrosoft tried this with EFI, but failed. The main blocker is that most of the world isn't aligned with Microsoft, and when push comes to shove, will ban Windows to keep the NSA out of their machines. Those countries don't have the resources to create their own operating systems so they'll just have to use open ones, which will remain open because none of the countries trust each other to not build a backdoor into the closed parts.
