I disagree with that definition. If it resonates predominantly with queer people, but it isn't unambiguously about gender, then I disagree that it's a queer game. It isn't invalid for it to be interpreted that way, but there exist more interpretations beyond that. Many Disney villains can be interpreted as gay or queer because of their flamboyance, but that isn't necessary.
I can't comment on Celeste, I played a bit of it but got bored.
