Scott Frazer@jwz whatever it is must be in safari because the behavior is the same between 14.7.1 and 15.1.1 with both my machines showing safari 18.1.1 (but slight differences in the build numbers)
Weirdly, you can right-click and “open link in new window” and it works as expected…
