PPM and accumulation are an interesting thing to consider, but it matters a lot more for children. In the first year or two, fluoride is absorbed at about 90% by the body and reducing to 50% until the start of puberty. Fluoride outcompetes calcium in bones, and thusly can create brittle bones in children. Far worse for industrial exposure than casual water consumption, but it's literally not needed by children outside of tooth treatments.
