Yagoo's thinking process is probably this:
1. We are going public on the Japanese Stock Exchange.
2. We need to protect our brand better than before, for the shareholders' sake.
3. We must prevent more incidents like with Rushia, Aloe, Coco, etc.
4. The idol industry has strict policies and rules to ensure nothing disastrous happens and scandals are kept to a minimum.
5. some of our popular talents are already idols/idol-like (Sora, Susei, Marine, Kiara, FuwaMoco)
6. Therefore, let us make all talents idols to allow us to put a tighter leash on them to protect the brand.
