@ghouston @jwildeboer you are not able to register your address at a municipality because of the lack of ID? I hope you will be able to overcome this! Once you have a registration and receive a voting card, you wouldn't need an updated passport to cast the vote.
Important to be aware is that expired Dutch passports often can also be used to vote. I once even voted using a passport which had holes in it that the municipality put when I picked up a newer one. Always keep your old Dutch passports!
