@jwildeboer but how that work along with for instance a Dutch person's right to vote in the Dutch parliamentary elections when they live outside of the EU? At this point, especially in more eastern European countries, the votes from abroad have significant effect on the outcome of elections.

I think in the end it boils down to a philosophical question on the meaning of citizenship. One could argue we need a EU citizenship before we could move there. I do hope your goal will become reality!!
