I'm not saying that governments always start out legitimately either. It's nuanced. Sometimes people do work to create their own government. Sometimes, in fact, most times, they don't.

History is filled with examples of warlords who amass enough power to simply seize control over a nation and it's territory, enslaving said people living therein. That has been more often the case than otherwise.
